SPEECH BY GENERAL BOTHA.
Received November 9, 11 p.m. PRETORIA, November 9. § General Botha,' speaking at Pretoria, advocated the extension of tbe franchise to women. He declared that 15,000 Dutoh children were not receiving education. He appealed to tbe British and Boers 00-operate in making a united nation since by God's will they must live together.
