ABYSSINIA.
THE BRITISH-FRANCO-ITALIAN AGREEMENT. Received October 28, 7.35 a.m. LONDON, October 26. The King of Abyssinia refuses to assent to the British-Franco-Italian agreement. (The agreemont referred to arranged for upholding the status quo in Abyssinia and defining railway and commercial rights. The chief qusstion concerned the railway from Jibutil, on the Red Sea, to the Abyssinian border, near Harar, under the control of the French Government. The question of continuing the lino to Adis Aheba was raised in 1905, and the King stated in April that unless the Powers interested —England, France, and Italy—• came to an agreement to internationalise the line he would terminate it at Diro Daonah and construct the extension thence to Adis Abeba himself. Negotiations between the interested Powers were opened, and concluded in July last, but it was arranged that the agreement was to be submitted to King Menelik).
