ADMINISTRATIVE APPOINTMENTS. Reoeived October 26, 7.9 a.m. NEW YORK, Ootober 25. The action of President Roosevelt in appointing Mr Oscar Solomon Straus Secretary of Commerce and Labour has greatly pleased the Jews, since he is the first Jew to hold Cabinet rank in the United States. Mr Straus had previously aoted as United States Minister at St Petersburg, and he is a member of the permanent Court of Arbitration at The Hague. Mr J. B. Cortelyou, PostmasterGeneral, will shortly succeed Mr L. M. Shaw as Treasurer. Mr G. Meyer, Ambassador at St. Petersburg, will succeed Mr Cortelyou; Mr V. ri. Metcalf, Secretary of Commeroe and Labour, becomes Seoretary of the Navy; and Mr O. J. Bonaparte leaves the Navy Depai'tme&t and beoomes AttorneyGeneral. (Mr O. S.*Straus, whose elevation to Cabinet rank, is stated to have gratified the Jewish community, was born in 1850. After studying and practising law, he entered mercantile life, as a member of the firm of L. Straus and Sfons. Besides being Ambassador to Russia, bft has twice represented his country as Minister in Turkey—from 1887 to 1889, and from 1897 to 1900).
