Received October 21, 8.18 a.m. ST. PETERSBURG, Oct. 21. Sixty-four members of the Social Democratic Conference in Southern Russia have been arrested.

REFORMS.

Received October 22, 9.34 p.m. ST. PETERSBURG, Oct. 21. The Czar's ukase has been published granting equal rights as regards State employment to the rural population, relieving peasants from the authority of Communes, whilst enabling them to retain the benefits of the Communal system. Freedom, if domicile is granted. Special Courts of Law for the peasants are abolished. Peasants will also be permitted to engage in business, and even participate as landowners in the elections for Assemblies and Zemstvos, The newspapers eulogise the reforms and expect they will have a pacifying effect. The Conservative organs declare the Czar has removed the last shackles of serfdom.

The ukase does not apply to Poles.

| CONSTITUTIONALISM,

STATEMENT BY THE PREMIER. Received October 22, 9.53 p.m. ST. PETERSBURG, Oct. 22. M. Stolypin, the Premier, declares that he is not opposed to Constitutionalism, but as the Ministry is responsible to Parliament it will never be permitted. The Minister of Commerce has prepared a Bill conceding a ten hours' working day, with no work oil fete days and Sundays.
