Received Ootober 19, 9.20 a,m. LONDON, October 18. Lieutenant Carlyon Bellairs, a member of the House of Commons, in a letter to Lord Tweedmouth, emphasises the alarming decrease in naval construction. He recapitulates the statistics, and gives reasons tor expansion |of the 'fleet, instead of contraction. He regrets that the Government has not yet "given a reasonable defence of its reversal of the naval policy.
