LEGISLATIVE COUNCIL.

WELLINGTON, October 18. The Council met at 12.30 p.m. The amendment made by the House in the Fire Arms Bills was 1 agreed to. The Attorney General moved the second reading pro forma of the Statute Law Amendment Bill to give effect to certain reooipuiendhtions made by the Repriui; of the Statutes Commission with respect to Statute Law. The second reading was agreed to, and the Bill was referred to the Statues Revision Committee. The Attorney-General moved the 9econd reading of the Unclassified ; Societies Registration Act Amend-' ment Bill, received from the House. Agreed to without discussion. The Agricultural Implement Manufacture Importation and Sale Act Extension Bill was read a second time.

The Eketahana Borough Bill and Dunedin District Drainage and Sewerage Act Amendment Bill were put through their final stages. The Oounoil rose at 5 p.m.

HOUSE JF REPRESENTATIVES.

The House met at 2.30 o'clock. The Teachers' Superannuation Act, 1905, Amendment Bill was received by. Govereuor's message, and referred to the Committee. The Private Hospitals Bill was received from ths Oounoil with amendments, which were agreed to by the House. The Hon. W. Millar- gave notice of the introduction of the Quackeries Act Amendment Bill un next sitting day. The amendments made by the Oounoil in the Efcetabuna Borough Bill were agreed to.

The House adjourned at 5.30 o'olock.

EVENING SITTING. The House resumed at 7.30 o'clock. The Sandy Point and Orassinere Domains, Hokitika Harbour,/ Onslovy Drainage, Gladstone Streets, Ohristchurob Municipal Offices, Pert Chalmers Dook Trust Exchange ittlls passed through Committee unaltered and unchallenged. Id connection with the Public Revenues Bill the Premier explained that—(l) The Bill enabled all lawful increments of salary to be paid by the Treasury, suoh haviug been prevented recently by audit, and having failed to reaob the person interested; (2) it provides that all accounts on the receipt of revenue in every department shall be audited by the audit office. Mr Masaey thought a Bill of this importance ought to be referred to the Publio Accounts Committee. He objected to the first provision of .the Bill as clumsy, contending that it would be better to proceed by amending the classification of the public servants oonoerned, in a method not only more expeditious, but more certain. He regarded subclause 2 of clause 2 as incomprehensible, and he applauded the new departurelin audit, which he twined the Premier with haviug in previous years resisted. Mr Wilford urged the superiority of an amended railway classification. The Bill was read a second time.
