BRITISH BATTLESHIPS.
TBE RE-ORGANISATION SCHEME. Received October 17, 7 a.m. LONDON, October 16. Ifc\ is officially announced that the battleship Africa will be commissioned at Sheerness in November to replace the Magnificent. The latter will be re-oommissloned for service at Devonyort in connection with the reserve. The battleship Hibernia will be substituted in November for the Victorious, and the Atlantic fleet will then oonsist exclusively of vessels of the King Edward VII. class. The Daily Cbrunole sa;s the slowest and weakest vessals are gradually being eliminated from the fighting fleets, new vessels in many instances being substituted for them. The Daily Telegraph publishes a reassuring statement that the reorganisation is in the interests of economy, but based on demonstrated efficiency. Ihe system of reserve divisions with nucleus orews will be on trial for two years. One of its advantages will be that torpedo craft will be made unpreuedontly efficient.
