WAR STORES SCANDAL.
Received |Ootober 16, 11.55 p.m. LONDON, October 16. The Army Council considered the War Stores Inquiry Commissioners' report, and decided that no action was necessary in the oases of the Generals commanding in South Afrioa after tne olose of the war. Seven officers, including Colonels Dewar and Swine, were censured. Four others were also censured and will be reduced in rank. Colonel Morgan and four others are called upon to retire upon such retired pay as their services entitle them to. Colonel Hipswell is also called upon to retire; losing thw additional retired pay he would otherwise have received for specially good service. Colonel L/ammett will be removed from the Army without retiring allowance. Nine warrant (Ulcers and non-commissioned officers have been discharged for misaondnct.
