SPEECH BY THE HON. G. FOWLDS. By Telegraph—Press Association. WANGANUI, September 30. Speaking at the opening of the new rooms at the Technical School, on Saturdny, the Hon. G. Fowlrfs, Minister for Education, said thai the New Zealand eduoational system oomDared favourably with any in the "world, despite the fact that some of the countries paid more per bead of population. The Minister did not intend to be bound by Hny red-tapeism. His whole temperament and constitution was to follow truth wneverer ib might lead. He was prepared to reueive suggestions from every source, and asked for a little time to enable him to aaßter the mechanism uf his department. Speaking of what had been done for education, he said that last year the sum paid in teachers' salaries Yfas £133,000 more than was paid six years a«o. He spoke strongly against the return to the annual examination system, and said the Minister who proposed finch a thing should be sent to gaol or alunatio asylum. He defended the syllabus, and said that the inspeotor who complained that it jaused the break-down of teachers should be sacked. It was the inspectors' interpretation of the uyllabus that was responsible for the breakdown.
