THE REBELLION.
Received September 2d, 8.d2 a.m. I-lAVANA, September 23. Seuor Guerra, leader of tho rebels, with 6,200 men, is, encamped 25 miles touth-west of Havana. Guerra refuses to accept President Palma's promises, and has declined to agree to peace until .the Hon. W. H. Taft gives substantial guarantees that new elections will speedily be held.
