Received September 21, 10.30 p.m. NEW YORK, September 21. Mr Taft is hopeful of the negotiations for peace being successful. General Punston has been ordered to Cuba. Reoeived Septorber 21, 8.33 a.m. HAVANA, September 20. Six hundred American marines have landed at Cienfuegoe.
