REPORTED PLOT AGAINST THE KAISEK. EXTRAORDINARY PRECAUTIONARY MEASURES. Received September 12," 11.22 p.m. LOIFDCN, September 12. The Berlin correspondent of tbe Daily Express reports that the police arrested at Brnslau three Anarchists, (an Italian, Pole and a Czech) who ' were agents for th.9 International \ Terrorist Organisation, on suspioiou that they intended to throw a bonb at the Kaiser, while he was motoring to th« naval manoeuvres at Ouxhaven. The Anarchists resisted violently and tried to stab the detectives. A number of Russian and Polish Anarchists have been expelled from Breslau. Other Anarchists have been arrested. Extraordinary precautionary measures are to be taken to guard the Kaiser.
