SOUTH AFRICA.
RECRUITING NATIVES. LONDON, September 9. The Johannesburg correspondent of the Daily News reports that the polioy of recruiting natives oo the east coast of Africa has been frustrated owing to only one license to recruit being granted—Viz., to Robinson's group of mines, licenses for a number of recruiting agents being neoessary. The Daily News accuses tbe local administration of subverting the Imperial Government polioy.
