A REGIMENT MUTINIES.

REVOLUTIONARY DEMONSTRATION.

Received August 24, 8.35 a.m. ST. PETERSBURG, August 23. The 24th Ural Cossaokb Regiment at Samarkand (In Rusaian Turkestan) imprisoned the officers and eleoted others from the ranks. The commander of the garrison has demanded the mutineers to surrender, and has summoned the artillery. Tbe people in the town are paniostricken. The Cossacks near lsaricayn, on the right bank of tbe Volga, made a revolutionary demonstration, releasing a man named Seminarist who had been arrested for conducting a revolutionary propaganda. The citizens of Riga have officially united for the purpuse'of purchasing breastplates for thb police, owing to the aotivity of the terrorists.

COUNCIL OF MINISTERS' PROGRAMME.

Received August 24, 8.50 a.m. ST. PETERSBURG, August 23. The Council of Ministers at St. Petersburg is preparing Bills) for universal primary education, repeal of restrictive education laws in Poland, and Lithuania, and the equalisation of the rights of peasants with the other classes.

THE WHOLE OP THE SOCIAL REVOLUTIONARY COMMITTEE ARRESTED.

Received August 24, 11.15 p.m. ST. PETERSBURG, August 24. The whole of the Sooial Revolutionary Committee and many members of militant organisations have been arrested at Riga. Tbe warships Tsarevitcb, Slava and Bogatyr, are sailing to-day on a half-year's cruise. Eighteen officers of the Chita Garrisoii have been sentenced to various terms of imprisonment for revolutionary organisations. The conversion of the State Bank is semi-officially contrndicted at St. Petersburg.
