The St. Petersburg correspondent of The Times declares that the Uovernmenc's insane reaotionaryjpolioy has driven the Constitutional Democratic Party into the background, and into yielling to the partisans of violence.

THE STRIKE MOVEMENT. POLITICAL OUTBREAK FAVOURED. Received August 8, 7.50 a.m. ST. PETERSBURG, August 7. The strike movement throughout Russia is spreading. Fifteen thousand workers employed at the Government powder mills at Okata have gone out on strike; also the tramway and bonded warehouse hands at Moscow. No newspapers are issued in the •atter city. The Social Democratic Party held four meetings at Moscow, and obtained a preponderance of votes in favour of a political strike. The Social Revolationary Party vainly urged tbat the time was inopportune, as the people were not prepared for such a movement.

EMPLOYEES RESUMING WORK. Reoeived August 9, 12,10 a.m. ST. PETERSBURG, August 8. The strike at St, Petersburg is being carried on in a halfhearted manner. Some of the factory employees are resuming work. DOCUMENTS STOLEN. Received August 8, 9.44 p.m. ST. PETERSBURG, August 8. A party of unknown men ootained admission to the hall where the courtmartial was held at Sevastopol and stole eighteen volumes of documents. "THE CHARACTER OP THE DUMA." Stolypin, in a circular, bids the authorities at the next uleotions to explain to the electors the Ozar's wishes with regard to the character of the Duma. It is inferred that M. Stolypin has joined the reactionaries seeking a pliant assembly. STRIKE AT MOSCOW COLLAPSED. STRIKE COMMIT'xEE-S DECISION. Received August 8, 11.30 p.m. ST. PETERSBURG, August 8. The strike ac Moscow has collapsed. The Strike Committees in Russia have decided that the time is inopportune for a general strike.
