SIR JOSEPH WARD.

AN ADDRESS OF WELCOME. By Telegraph—Press Association. AUCKLAND, July 31. Tnere was a large publio gathering at the Municipal Chambers, at 12.30 o'clock, to-day, when the Mayor presented Sir Joseph Ward with an address of welcome.

Special reference was made to the good work done by Sir Joseph while absent from the colony, notably at the Postal Conference.

Sir Joseph Ward expressed his very warm thanks for the welcome extended to him. Referring to the mention in the address to his services as Colonial Treasurer, he said that he had seen a statement published that he was likely to go in for a wild scheme of publio borrowing, involving five to twenty millions, No one should be insane enough to think such a thing. He had never advocated borrowing beyond the capacity of the country, and any idea of a five million loaD, or even a two million loan, was unwise. He bad not altered his ideas on this matter. The policy of his colleagues and himself would bo modest and moderate. At the same time they would give effect to a progressive policy for the people, and the country. He referred to the grave responsibility of bis position, and urged the people in a fairminded way to wait until the policy of the new Government was submitted. If it was not satisfactory they could put in better men.
