Sir Henry Oampbell-Bannerman, Prime Minister, opened the interParliamentary Conference, which is being held in the Royal Gallery cf the House of Lords.

Six hundred delegates were present from twenty-one foreign Parliaments.

After the Premier's speech, representatives of the Duma left od their return to Russia—the result of the sudden dissolution of the Duma.
