ROYAL COMMISSION'S RECOMMENDATIONS. $ Reoeived June 27, 8.30 a.m. LONDON, June 27. The Royal Commission, of which Lord St. Aldwvn is Chairman, has presented a report of a very exhaustive character on various church questions. It is understood that the con: mission considers the irregularities in the Church of England are largely due to doubts whether the references in the present Rubric relate to the first or second Prayer Book 6f Edward VI. The commission recommends the preparation of a new Rubric, aisa that doctrinal questions arising in courts should be referred to the church authorities for opinion always reserving the rights of Parliament and a new eoolesiastioal tribunal which may be appointed. The commission considers the individual irregularities described in evidence are exceptional and are in no wise typical., >•
