(To tho Editor). Sir,—A discussion (lasting some two hours) ou the determination of the contract between the Borough Council aud the Engineer was taken "in Committee." A discussion on the proper way to tip two loads of gravel into a mud hole in Queen Street, or on tho correct method of spreading a barrowful of sand ou the Station .Road footpath, or on the ultimate destination oJ the travelling shrine is taken in open Council. An important matter such as the termination of tho agreement with a capable Engineev is settled in the "Star Chamber" at the Council's own request. The actions of the Council in regard to the Borough Engineer are evidently "unfit for nublication." 1 am, etc., "J.Y."
