MASTERTON BOROUGH COUNCIL.

ORDINARY MEETING. The ordinary meeting of the Masterton Borough Council was held last evening. The Mayor presided, and there were also present—Urs J. H. Pauling, J. Elliott, P. W Tem- • Die, T. G. Hour, J. 0. Ewiugton, E. Peist, E. McEwen, W. Morris, and E. G. Eton. Mr J. Elder, of the lato firm of Bartlett and Eldar, contractors for the Borough abattoir, wrote complaining that he had bown fined £6O for nou completion of the contract. He stated that considerable time was spent in effecting alterationb and doing oxtra work. Time was also lost owing to the indefinite instructions received with reg.rd to some of the work. He could not oomplete the contract within the time specified, as t!;e material that the Counoil was to supply did not arrive until afteu the expiration of the contract time, The Engineer explained that the fine had been imposed in accordance with instructions received from tb9 Council. Tho contract, with the exception of the yard fencing, should have been completed ready for the orieniug of the abattoir on January lltb. The Mayor thought that this was an exceptional rasa, but he did not wish to establish a p:ecedenfc whereby contractors could delay as Jong as they pleased over a oontraot. Now that the Council would be letting a number of contracts in connection with tho spending of'he - loan money, they would have to be careful. Mr Elder, who waited on the Counoil In connection with the matter, said that, ho bad received no notice that a fine was to be imposed. After some discussion, it was decided, by seven votes to three, to remit the fine of £6O. Miss R. Wolff, Secretary of the Lady Coon Entertainers, wrote asking the Council for a reduction in the gas account, which amounted to £2 6s, in connection with the entertainment recently given in tbe Town Hall in aid of the Hospital. The request was granted. Mrs D. J. Cameron wrote stating that she would agree to the Counoil taking the land required from her section in Cross Street for the purpose gof widening that street, provided that she received compensation for the same. Mr W. Jones also wrote consenting to the Counoil taking a portion of his land for the purpose of widening Cross Street, without prejudice to bis lights and powers, under the provisions of "The Public Works Act" or otherwise. It was decided to refer all matters relating to the widening of streets in Mastercon to the Finance Commitee. A letter from Mr R. Johnston with referenoe to the widening of Johnston Street, was referred to the. Mayor to report to the Works Committee. Messrs J. Graham and Co. wrote applying for a license for the Mission Hall, Bannister Street, which was to be used exclusively for religious purposes. Tho application was granted. Letters were received from the Wairarapa Caledonian Society and St. Patriok's Day Sports Association enclosing tho resolutions passed by tho respective todies in connection with the proposed 'improvement of tbe cycling track ou the Park Oval. Tho letters were refected to the i Park Committee. The question of cloaiug Colombo Road, owing to the contractor wishing to complete some concrete work in connection with tbe erection of a bridge over the Makora Stream wa9 discussed , and tho matter was fioaliy left to tho discretion of tbe Engineer. The Mayor pointed out that the Council had power, under the Act, to close streets whenever any necessary work had to bo car. ried out. Or Temple brought up the question of the uusanitary condition of several Btables in tbe borough, and he asked that something be done in tho matter. The Mayor said that he would have the matter attended to. An application from Messrs Morris and Sun, butchers, for the lease of a second paddock near the abattoir was granted. The Counoil then adjourned.
