BRITAIN AND RUSSIA.
Received May 22,8.15 a.m. LONDON, May 21. Commenting on the statement published in the semi-official press of Berlin, that Britain and Russia are on the eve of a treaty safeguarding the present Asiatio possessions of both countries and regulating their positions in Persia, The Times says: "it is an entire misapprehension to suppose that an agreement has reached any concrete shape, though it is doubtless desirable."
