IMPRUDENT TO REDUCE ARMAMENTS. PARIS, May 18. ML Thomson, French Minister for Marine Affairs, in an address to the electors of Algeria, declared it would be most imprudent for France to reduce her armaments. She must maintain her position as the second naval Power.
