PLURAL VOTING BILL. Received May 16, 8.57 a.m. LONDON, May 15. The Plural Voting Bill was rear! a second time in the House of Commons. Mr Arnold-Forster's amendment, insisting that redistribution was a pre-requisite to any change in the franobise, was negatived by 403 votes to 95. THE EDUCATION BILL. LON DON, May 15. A committee of Nonconformist members of the House of Commons lias informed Mr Birrell, Minister of Education, that it will resist au extention of concessions under the four-fifths clause of the Education Bill, either in the direction of makiug action on the part of local authorities obligatory, or giving denominations the right to appoint teachers. ENQUIRY INTO POLICE METHODS. Received May 16, 9.30 a.m. LONDON, May 15. Sir Henry Campbell-Bannerman has promised to appoint a Royal Commission to enquiie into police methods in dealing with disorder in the streets at night, and to take special cognisance of the aspersions oast by a French lady, who was illegally arrested some time ago. DEFENCE MATTERS. AN IMPORTANT STATEMENT. Received May 16, 6.57 a.m. LONDON, May 15. In the Bouse of Lords the Earl of Portsmouth, in reply to the Earl of Wemyss, made an important statement regarding the home defences. Britain, he said, had a mobilisation scheme which would enable her to mobilise more quickly than any Continental nation. The two services, he added, were entirely in accord ooncerning the measures of defence. THE DULWJOH ELECTION. Received Ma.v 16. 11.29 p.m. LONDON, May 16. The Dulwich election resulted:— BonarLaw... ... 6,709 Williamson ... 5,450 The increased majority is ascribed to dissatisfaction in connection with the Education Bill and the Budget, especially over the Income Tax.
