CHINESE ON THE RAND. THE GOVERNMENT BLAMED. CAPETOWN, May 4. The newspapers in the Transvaal blame the Government for refusing a full investigation before posting the proclamation redeeming the Government's pledges in regard to repatriation. A COMMISSION'S RECOMMENDATIONS. LONDON, May 4. The Daily Mail's Johannesburg correspondent states that the co mmission recently -appointed is just concluding its labours. It will recommend the deportation of bad Chinese, as it is contended that if the gamblers and opium smokers are deported the others will settle down. > LABOUR PARTY'S MANIFESTO. \ LONDON, May 4. The Independent Labour party has issued a manifesto in which, it demands an enquiry into %he condi- ■ tion of nil the natives in South Africa, also into the question of provoking natives to break out in rebellion. The Westminster Gazette denies that the Government is pledged to throw open the door to repatriation. The Transvaal Leader says: "The Government has abandoned the oruelty and slavery charges, but has gone out of its way to injure and insult us :in order to give a semblance of truth to its political campaign."
