THE CZAR DISSATISFIED. Received May 3, 10.20 a.m. SI. PETERSBURG, May 2. It is reported that the Czar regards the Duma with great disfavour and that the elections have falsified his expectations?. Bis Majesty, it is stated, believes that a reformed State Council will be sutboient. Some of the reactionaries at Tsarskoe Selo, the favourite summer resort of the Russian Court, recommend fomenting unemployed, disorders so as to givo a pretext for reverting to military rule. COUNT WITTE'S RESIGNATION. OFFICIALLY CONFIRMED. PROBABLE SUCCESSOR. Received May 3, 12.6 a.m. ST. PETERSBURG, May 3. Count Witte'a resignation has been officially confirmed. M. Goremykin, a member of the Council of the Empire, will probably be Count Witte's successor.
