THE DUMA ELECTIONS, i ST. PETERSbURG, April 11. The Duma elections in European Russia have been deoided. One-tenth of the members will support the Government if it will fulfil the maui|esto of October 30th. Everything Indicates that the control of affairs will be in the hands of the Constitutional Democrats. It iq expected that the bureauoracy will fight desperately, relying on the support cf the Upper House, where 98 per cent, of the members are reactionaries.
