THE CZAR AND THE DALAI LAMA. ____ Received April 10, 7.35 a.m. ST. PETERSBURG. April. 9. The Czar has sent a friendly telegram to the Dalai Lama, implying that the latter wai a high priest of Russian Buddhists. The publication of the Czar's message is considered in St Petersburg as ill timed now that British money is required for the'new Russian loan, owing to Germany refusing to provide the money. The telegram is also considered objeotionable for higher reasons.
