THE ALGECIRAS CONFERENCE. COMPLETE AGREEMENT AT LAST. Received Aprii 2, 8.45 a.m. MADRID, April 1. Complete agreement has been reached by the envoys of the Powers at Algeciras. Committees have been appointed to f repvare a protocol. M. Revoil. the French delegate and Count Tattenbaoh, German representative, agree that the Spanish, shall police Tetuan and Laraiche, a mixed French and Spanish force Casa Blanca, and Tangier, and the Frenah Magdor, Saffi. Mazagau, and Rabat, for a period of five years. The Bank of France is to receive * two shares of tho capital of the State Bank to be estabiahed, in exohange for theceaaion of the right of preference, making three shares for France, and one each for the rest of the Powers. THE WAR CLOUD DISPELLED. J- Received April 2, 9.39 p.m. LONDON, April 2. The Times declares that the Algeciras settlement ought to dispel the dark cloud of war, which has been seriously menacing Europa for nearly a year. GERMAN PRESS OPINIONS. Reoeived April 2, 9.3 p.m. BERLIN, April^. The German press declare that there are neither victors nor vanquished at the Algeciras Conference. Germany ia well out of what threatened to be an unpleasant entanglement.
