LORD KITCHENER'S SCHEME. Received March 30. 8.43 a.m. LONDON, March 29. Lord Kitchener has explained to the Indian Council that his scheme meant the placing of the existing forces in the field with double efficiency by means of new rifles, quickfirers and large reserves of ammunition.
