THE ALGECIRAS CONFERENCE.

Count Welsersheimb proposed that diplomatists at; Tangier should supervise the police through the inspector. Herr von Radowitz, the German delegate, declared that Germauy considered this control a cardinal point, and he would probably be withdrawn unless it was adopted. Ultimately Count Welsersheirab'a amendments were referred to the Drafting Committee to prepare a fresh tfixt.

The Drafting Committee met later, and was inclined to limit the control, with the stipulation that the Inspector should report simultaneously to the Sultan and diplomatists.

The Standard asserts that the Germans' desire is that the diplomatists should be all powerful, i n matters concerning the Inspector and his duties, and that be should report directly to the diplomatists, equally wjtb the Magbzeh, his nominal chief. The French desire that the Inspector chosen by the Maghzen on the recommendation of his Government should be sabjeot only to the Maghzeu's orders, and they propose that the diplomatists be supplied with a duplicate of his report, and make complaints and suggestions regarding his work through the dip'omitio channel. The Times says:~Sir Arthur Nioolson, the British representative, emphasised that the inorease of international control would endanger the Sultan's sovereign rights, but his arguments did not impress the German representatives, their zeal in defence of the Sultan being eclipsed by less disinterested considerations.
