THE ALGERICAS CONFERENCE. FINAL INSTRUCTION TO THE FRENCH REPRESENTATIVES. Received Muroh 13, ip.35 a m. PARIS, Maroh 14. ■ The final instruction j giveu by M. Rouvier, ex-Premier, to M. Revoil, the representative at Algericas, was to accept one share for the French Government and three on behalf ot the French banking establishments in the State Bank, and as regards the polico, provided the police were Franco-Spanish, to accept a system of inspection and acquiesce in making the inspection effiacious and as strong as possible but in no wise to allow it to bo transformed by collaboration. M. Burgeous, who has just taken over the portfolio of Minister of Foreign 1 Affairs, upholds M. Rou- [ vier's policy at Algericas. Correspondents declare there are indications that neither Switzerland nor Holland will serve as a cjtspaw to withdraw Casa filanoa from Franco-Spanish influence, and enable Germany to ultimately instal herself.
