CONTRACT TIME EXPIRED. CHRISTCHURCH. March 12. A special meeting of the Tramway Board was held this afternoon, to consider matters in connection with the contract with the Electrioal Construction Company. The Secretary was instructed no write to tbe Board's Engineer to the effect that the Board has been advised by its solicitors that the eontract time having expired it should inform bim that the Board intends to enfore the penalties provided for in the contract, under the agreement with tbe Construction Company. The Board's Engineer is constituted sole arbitrator on points of dispute.
