THE QUESTION OF -DEFENCE,
"DOLLAR FOR DOLLAR."
Received February 27, 9.47 p.m. OTTAWA, February 27.
Sir P. W. Borden, Minister of Militia and Defence, speaking at, Ottawa, said that before Canada oontnbuted to the British Kavy abe ought to receive representation on an Imperial Oounoil, possessing the power to declare war and to determine the action of warships. Personally, he thought* it would be better for Canada to provide the largest share of the land defence, leaving the naval defence to Great Britain. Monroeism meant that Canada was safe from foreign aggression. Professor Leacook, amid oheers, stated that the Canadians ought to pay dollar for dollar with the peo. pie of England towards the upkeep of the navy.
