He and the nation, said His Majesty, would greatly appreciate the be r stowal of the Garter, considering thatit marks the complete removal of the racial barrier between Japan and the West. THE PRINCE DECORATED BY THE MIKADO. ' Reoeived February 21, 9.8 p.m. TOKIO, February 21. Prinoe Arthur of Connaught invested the Mikado with the Order of the Garter at a great ceremony, in the presenoe of the Court, statesmen, and generals. The Mikado then decorated Prince Arthur with the Grand Cross of the Chrysanthemum.
