PRINCE ARTHUR IN JAPAN.
THE MIKADO AND THE ORDER OF THE GARTER. Received February 21, 7.33 a.m. TOKIO, February 20. The MiKado met Prince Arthur of Counaught at Tokio Station. He and the nation, said His Majesty, would greatly appreciate the be r stowal of the Garter, considering thatit marks the complete removal of the racial barrier between Japan and the West. THE PRINCE DECORATED BY THE MIKADO. ' Reoeived February 21, 9.8 p.m. TOKIO, February 21. Prinoe Arthur of Connaught invested the Mikado with the Order of the Garter at a great ceremony, in the presenoe of the Court, statesmen, and generals. The Mikado then decorated Prince Arthur with the Grand Cross of the Chrysanthemum.
