At the Algeciiae Conference Germany proposed that the Sultan should choose the foreign officers to control the native police or that tbe contrp} be entrusted to diplomatists at Tangier acting through a high officer belonging to a neutral Power. France is willing to leave the oruani satio/i of the police to th*? Sultan if the French and -Spanish officers exorcise the control of the maritime towns, and Is even willing to diaauss the principle of supervision. Le lemos delclares that France's last word has been spoken.
