THE CHURCH AND STATE, IMPRESSIVE BUT PLATONIC. Received February 9, 9.39 p.m. ROME, February 19. The Pope has addressed an euoyclica to the clergy and people of Franco expressing bis great grief and anxiety at tbe separation by the law, which violently severs immemorial ties, binding France to the Holy See, and thus plaoing Franoe in an unworthy and lamentable position. The Pope further condemned the law as contrary to the Churches divine constitution, and deolared it would lead to the destruction of the Church's liberty, as well as despoiling her property. Such action was bound to injure the internal peace «nd unity of France. The Temps says that the Pope's anathema is dignified and imnressive, but platonio. THE NEW PRESIDENT.
