Duraud, British Ambassador at Washington, are conferring on the beat means of preserving the Niagara falls from industrial enterprises. A treaty is probable. i_ REGISTRATION OF FOREIGN SHIPS. Received February 18, 4.30 p.m. NEW YORK, February 17. President Roosevelt favours a campaign in support of Mr Jacob Gallinger'a Bill, when it reaches the House of Representative. ■ The opponents to the Bill are ohiefly spokesmen of inland and west States. They describe the Bill, an mainly favourable to the interests of the Atlantic and Pacific coasts.
