Received February 15, 0.25 a.m. LONDON, February 14. Owing to the great scarcity of leather the boot manufacturers are unable to secure supplies and have found it impossible to meet contracts, except at heavy loss in consequence of the position, which is the worst that has been experienced for 50 years past.
