FISCAL ARRANGEMENTS. Received February 14, 12.54 a.m. PARIS, February 13. The Franco-Russian Commerioial Convention has been adopted by the Chamber of Deputies by 407 votes to 55. Many members complained at the absence of concessions, especially in the case of wines. M. Rusu, Minister for Argiculture, replied that he was unable to offer a reduction on petroleum and tbe corn duties. It was impossible to ask for a concession, as it would be incompatible with /Russia's fiscal system.
