Received February 14, 12.54 a.m. NEW YOKE, February 13. Conrgess is legislating to prevent aliens, especially the Japanese, fishing within a sea league of tbe American coasts. Also, at the instance of Congress, the Committee of lnter-state Commerce is inquiring into the railroad companies' control of the output of coal.
