CARE OF CRIMINALS. Received February 8, 8.36 a.m. LONDON, February 7. Tbe Salvation Array has decided to take care of all the lowest uals regardless of ft hat offence they have committed, as, according to the theory held by the Army authorities, all crime as a disease. The authjrities of the Aylesbury Prison have handed to the Army the man Meakin, who was convicted in 1894 of committing murder while in a fit of jealousy.
