RAMPANT AGITATION AGAINST I FOREIGNERS.
Received February 6, 8.35 a.m. PEKIN, Fobruary 5. An open agitation against foreigners is rampant in Central and Southern China. Tho Young Progressive Chinese are impatient at tho slow development of reforms, and the stability of the present regime is insecure.

Russia is urging China to open Manchuria on equal terms to all nations, and is applying for mining concessions in Mongolia and commercial privileges in Chinese Turkestan. PEKIN, February 6. Fearing that tbe Russian line of advance will shift from Manchuria to Mongolia and Turkestan, China is strengthening her relations with the Mongolian princes and people.
