ANGLO-JAPANESE ALLIANCE.
Received February 2, 8 a.m. LONDON, February 1. Reuter's Tokio correspondent reports that at a meeting of the Sectional Budget Committee of the Diet M. Chishi, Progressive leader, enquired whether, as the results of the alliance Japan intended to urge Britain to reform the army organisation. Baron Teranshi, the Japanese Minister for War, replied that he would do so at some future date. Reuter's London agenoy has telegraphed for an elucidation of the message It is believed that the Minister merely promised to reply at some future date. THE ELUCIDATION. "ARTICLE SEVEN." Received February 2, 10.15 p.m. TOKIO, February 2. M. Chishi referred to the expansion of the Japanese Army owing to the alliance with England, and remarked that the British Army waa not undergoing developments equal to the British Navy. He asked whether the fact did not indicate the necessity, of improving lest a -onesided responsibility were incurred. Baron Teranahi's reply was a brief affirmative of the cable. It is understood that Baron Teranschi, when answering, had in mind Article Seven of the Anglo-Japanese agreement. BRITISH OFFICERS TO STUDY JAPANESE. Received February 2, 9.25 p.rr. ' LONDON, Fberuary 2. Arrangements have been made for four officers of the British Army and three of the Indian Army to proceed annually to Japan to study the language for a period of a year. These officers will be actively attached to the Japanese regiments. ,
