SPEECH TO ARMX" CADETS. Received January 29, 8.40 a.m. BERLIN, January 28. Emperor William. addressing cadets who are to enter the army, urged thetn to lead a simple, moderate life. His Majesty earnestly warned them against the evils of gambling, which, he said, undermined comradeship and was morally injurious.
