•I.FJE PROGRESSIVE I'ION'S VIEWS. FOUR CARDINAL PRINCIPLES. Received Jaauary 28, 4.19 p.m. CAPETOWN, January 27. At a meeting at Pretoria, representing fifty branches of the Progressive Association, the view that the country was on the eve of responsible government was upheld. One vote-one value, a single member for each coustituoucy, equal electoral districts on a , basis of voters, and automatic re-distribution were considered as the four cardinal principles of the Constitution. RESPONSIBLE, NOT REPRESENTATIVE GOVERNMENT. Reoeived January 28, 4.19 p.m. LONDON, January 28. The Times saye that it appears that the Transvaal is to have responsible government without the transition stage of representative government. DR JAMESON. CAPETOWN, January 26. Dr Jameson, Premier of Cape Colony, at a banquet at Capetown, said , representative government would be granted to the Transvaal in a few days, and responsible institutions would be in full swing in August. Orange River Colony, added the Premier, would receive a similar Constitution simultaneously.
