Voters in all paits of Kussia are profoundly disinolined to register for the Duma, owing to the Government preventing the eleotoral campaign, and the prevalence of repressive measures. The indifference is specially marked at Moscow and Odessa. High bureaucratic circles are freely discussing the definite postponement of the Duma. THE MERCY OF THE CZAR. Received January 24, 11.10 p.m. LONDON, January 24. The Time i' St. Petersburg correspondent savs that the Czar intends to grant a political amnesty to all persons except those found in possession of explosives.
