THE SANITARY CONDITION OF LAWRENCE.
The following report of the Nuisance Inspector on the sanitary condition of the town of Lawrence, was read at a meeting of the Town Council : — Lawrence, November 2nd, 1874. To Matthew Hay, Esq., Mayor, and members of the Municipal Council. Gentlemen, — I have the honor, in accordance with your request, to submit a report for your consideration on the sanitary state of the Municipality. During the paat seven years, I believe no other town or municipality in the province could show a lower rate of mortality, in proportion to the population, than Lawrence. There has been an almost total absence of contagious diseases ; for this I think you are indebted to the very excellent climate, and not to any great endeavors made by the municipal body for the proper and efficient drainage of the town. I have in my official capacity repeatedly called your attention to the fact that at -^ present you have no system of drainage whatever ; and as the centre of population is in the lowest lying part of the town, and drainage from higher levels falls thereto, the first-named part is rendered anything but a desirabMocality toiive in. At present the table drain on the south side of Eoss Flace is an open sewer, or receptacle for nearly the whole of the drainage of that part of the town, and should at once be attended to. I would also strongly urge upon the Council to pass a bye-law compelling all householders in the thickly inhabited parts of the town to adopt earth closets, as during the summer months the supply of water for domestic purposes is procured from wells in close proximity to water closets, or from the stand pipes, which is considered very impure. I deem it my duty to submit the above facts to your notice, and in doing so I would beg to remind you that a town in a neighboring part of the province for many years could boast of a salubrious and healthy -climate, and now, by the neglect of proper drainage (as recent reports have shown), has 'earned for itself an appellation which is the reverse of clean ; and I am afraid that unless steps are taken for better drainage, Lawrence will earn for itself the same unenviable notoriety.
