After a long and exciting debate, the Left Centre Constitutional Bill was opposed by the Government, and rejected by 374 votes against 333. A motion for the discussion of tho Assembly was negatived by 369 votes to 340. The Assembly now adjourned the constitutional question until next session ; and agreed by 395 votes against 308 to prorogue as soon as the Budget was voted. LOODON, July 26. Most dangerous floods have occured in Pennsylvania, accompanied by appalling loss of life, Pittsburgh and Allegnany have been inundated. July 28th. It has been ascertained that 200 persons perished in the floods. Madrid, July 28th. The war in Spain is increasing in vindictiveness. Several Carlist partizans have been arrested and imprisoned at Barcelona. This step has been taken in reprisal for the shooting of some prisoners taken by General Dorregary. London, July 28th. It is asserted that the German Ambassador has notified to France the intention of his Government to send a squadron to the north of Spain unless a more rigorous surveillance 13 kept on the frontier. The French, officials deuy having afforded any assistance to the ! Carlist. The Britiph fleet in the Pacific has been ordered .to rendezvous at Panama, for the purpose of enforcing payment of £10,000 awarded to Vice-Consul Magee for the outrage committed on him by the Comandante at Guatemala. The landing stage at Liverpool, half a mile long has been entirely destroyed by fire. Paris, July 30th. A fresh, attempt has been made to dissolve the Assembly on M. Malleville's motion, which was rejected by 364 to 332. The Government opposed the dissolution before passing the Constitutional laws.
