Melbourne, July 23rd. The third reading of the Constitution Act Amendment Bill was carried on Tuesday night by a majority of two. The numbers were — For, 35 ; against, 33. Yesterday, when the Assembly met, the Treasurer asked for an adjournment until Tuesday, to enable the Government te consider their position, and the House adjourned accordingly. It is thought resignmeut will follow. The Chief Secretary is still very ill. The Financial Statement has been postponed for a fortnight. Dr. Kerr, of Glasgow, is recommended for the chair of theology in connection with the Presbyterian Church in Victoria. Paris, July 20th. General Lautour, an Orleanist, has been appointed Minister of the Interior, aud Bodet, a moderate "Deputy, Minister of Finance. The other Ministers remain in office. Berlin, July 20th. "A priest has been arrested on suspicion of being an accomplice in the afc .empted assassination of Bismarck. He was subsequently released.
