New York, July 15th. A tremendous conflagration is raging in Chicago, and owing to the strong wind, the flames are uncontrollable. Later on the fire wus extinguished, after twenty-five blocks of buildings had been destroyed. The loss is estimated afc 4,000,000 dollars. London, July 16fch. In the House of Commons, the Archbishop of Canterbury's Anti-Ritualistic Bill was read a second lime without a divisou. Paris, July 16fch. The" proposal of M. Mague, Minister of Finance, to increase the salt tax was rejected by 362 to 256. The Assembly subsequently passed a vote involving the rejection of Magne's whole Financial Scheme. A Constitutional Bill has been framed by the Committee of Thirty as a substitute for fche Left Centres, and submitted to the Assembly. It maintains the title of President of the Republic, and establishes Ministerial responsibility, with - Legislative Chambers. Macmahone alone possesses fche right to dissolve, and no modifications of constitution to be made during the septenniate, unless Macmahon proposes them. The debate is fixed for Monday next. July 18th M. Magne has resigned. London, July 18th. During the discussion in the House of Lords on the Fijian question, Earl Belmore, the Duke of Manchester, and Lord Kimberly, expressed themselves as in favor of annexation, while Viscount Canterbury protested against such a course, and Earl Granville, as in the discussion in the previous Parliament, argued agaiusfc its being constituted a Crown Colouy. Earl Carnarvon slates that Fiji makes seventeen wholly impracticable conditions, and England can only accept absolute unconditional cession. He states that Australian institutions are insufficiently developed to enable fche colonies lo undertake the responsibility of Government of fche Islands. Sir Hercules Robinson goes lo Fiji to explain difficulties. Mr. Weld, the present Governor of Western Australia, has been appointed Governor of Tasmania. The death is announced of Lady Gipps, widow of the lata Sir George Gipps, formerly Governor of New South Wales. Money is in moderate demand. The stock is recovering. Arrivals — Pleiades and Indus. A new ministerial crisis afc Versailles is expecled, and a new Ministry ia likely to be forinod. Madrid, July 19fch. The Carli6ts captured Cuenca in a province near Castille, eighty-three miles from Madrid. The Government called out 125,000 reserves, and proclaimed the whole of Spain under martial law. The property of the Carlists is confiscated.
